Alarming trend: More than 1,100 minors involved in proceedings, children most often victims of domestic and sexual violence
In 2025, prosecutors in Montenegro handled cases involving 1,111 minors, with a sharp rise in reported juvenile offenders compared to previous years. Most offences involved elements of violence, while courts primarily issued educational measures rather than prison sentences.
At the same time, over 200 children were involved in proceedings as victims or witnesses, most often in cases of domestic and sexual violence. Offenders were usually adults—often family members—and victims were predominantly girls aged 3 to 17.
Authorities highlighted the need to protect children from re-traumatisation during proceedings, frequently recommending limited testimony, psychological support, and alternative measures. Overall, the report points to growing juvenile crime and a high incidence of violence against children, especially within families.
