In 2025, Montenegro saw a slight increase (1.6%) in reported crimes against public health, mainly related to drug offences, while environmental crime reports fell by 12.1%.

Prosecutors handled 387 cases against individuals for health-related crimes, with 238 involving illegal drug production, possession, or trafficking. Over 156 kilograms of narcotics, cannabis oil, and more than 13,000 cannabis plants were seized, including marijuana, cocaine, heroin, amphetamines, MDMA, and LSD.

Environmental crimes involved 527 cases, mostly illegal construction, illegal logging, fishing, hunting, and environmental damage. Many cases, particularly in illegal construction, remain open, highlighting the need to strengthen capacity and efficiency in environmental law enforcement.
